Activating Senior Potential in Ageing Europe

The aim of the project is threefold:

  1. To gain insight into organisational behaviour, organisational and public policies on the use of senior potential (men and women) aged fifty and over.
  2. To gain insight into the activity rates of people between 50 and 70, both in paid labour and unpaid activities (in particular care and volunteer work), related to policies with respect to human capital investments over the life course.
  3. To identify policy strategies for organisations (private and public) to stimulate the participation of older adults and secure human capital strategies and good practices at the organisational level.

ASPA is a collaborative FP7 project with partners from Poland, Italy, Denmark, Sweden, the United Kingdom, Germany, France and the Netherlands. The project is coordinated by Joop Schippers (Utrecht University). NIDI will focus on the following research questions:

  • What are the views of employers in different countries on older workers and what do they consider to be the major effects of an ageing workforce?
  • What kind of policies do employers in different countries have with respect to older workers (stimulating, permissive, special arrangements)?
  • What kind of policies do employers in different countries have with respect to human capital investments over the life course (on-the-job training, special programmes, for which categories of workers, compulsory or on a voluntary basis, who pays for these investments)?

NIDI coordinates the comparative survey among employers in the participating countries. In 2009 data collection took place in all ASPA countries among approximately 6000 employers, of which 1000 in the Netherlands.
